Arlluk Technology Solutions LLC, a Koniag Government Services subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment.

Arlluk Technology Solutions is seeking an experienced IBM Database Engineer to join our team supporting the Defense Health Agency. The ideal candidate will have extensive knowledge of IBM database technologies and experience in designing, implementing, and optimizing database solutions within a complex healthcare environment. This role is crucial in ensuring the performance, scalability, and reliability of critical MHS database systems.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The IBM Database Engineer will be responsible for the design, implementation, and optimization of IBM database systems supporting MHS applications. Key responsibilities include:

• Design and implement robust database architectures using IBM database technologies (e.g., Db2, Informix).

• Develop and optimize complex SQL queries and stored procedures for improved performance.

• Implement and maintain database security measures, including access controls and encryption.

• Design and implement data replication and high-availability solutions for critical systems.

• Collaborate with application developers to ensure efficient database integration and optimal query performance.

• Perform database tuning, index optimization, and query analysis to enhance system performance.

• Implement and manage backup and recovery strategies to ensure data integrity and business continuity.

• Participate in capacity planning and resource allocation for database systems.

• Troubleshoot complex database issues and provide expert-level support.

• Stay current with IBM database technologies and best practices, recommending improvements as appropriate.

• Develop and maintain documentation for database designs, processes, and configurations.

• Mentor junior team members on IBM database technologies and best practices.

Education and Experience:

Required:

• Bachelor's degree in Computer Science, Information Technology, or related field with 5-7 years of experience in IBM database engineering, or

• Master's degree in a relevant field with 3-5 years of experience in IBM database engineering, or

• PhD in a relevant field with 1-3 years of experience in IBM database engineering

Required Skills and Competencies:

• Extensive experience with IBM database technologies (e.g., Db2, Informix)

• Strong knowledge of SQL and database programming

• Proficiency in database design, modeling, and normalization techniques

• Experience with database performance tuning and query optimization

• Familiarity with IBM database tools and utilities (e.g., Data Studio, Optim)

• Knowledge of database security best practices and implementation

• Experience with high-availability and disaster recovery solutions for IBM databases

• Understanding of data warehousing concepts and ETL processes

• Strong problem-solving and analytical skills

• Excellent communication skills, both written and verbal

• Ability to work effectively in a team environment and collaborate with diverse stakeholders

• Ability to obtain and maintain a Public Trust clearance

Desired Skills and Competencies:

• Experience working in government or military healthcare environments

• IBM certifications related to database technologies (e.g., IBM Certified Database Administrator)

• Knowledge of healthcare IT systems and standards (e.g., HL7, FHIR, DICOM)

• Familiarity with cloud-based IBM database solutions (e.g., Db2 on Cloud)

• Experience with database automation and DevOps practices

• Knowledge of big data technologies and their integration with IBM databases

• Familiarity with data governance and compliance requirements (e.g., HIPAA, FISMA)

• Experience with IBM Cognos or other business intelligence tools

• Understanding of machine learning and AI applications in database management

• Familiarity with containerization and microservices architectures

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
