Koniag Professional Services (KPS), a Koniag Government Services (KGS) company, is seeking a Mission Command Network Communications and Positioning Navigation and Timing (PNT) SME with a Top Secret/SCI clearance to support our customer at the Pentagon.

Essential Functions, Responsibilities and Duties:

  • The Contractor shall represent Army aviation for the aviation inclusion within the network integration evaluation process to help quickly develop aviation systems for applications on all platforms under the purview of the Aviation Directorate. The Contractor shall support the DA ODCS G-3, Aviation Task Force Director, the DA ODCS G-6 (Director for Communications), Sustainment Directorate (DALO-SM), and the DA ODCS G-8 (Director for Programs), Aviation Division (DAPR-FDV).

  • The contractor shall assist Government personnel in the development of concepts and plans for near, intermediate, and far term aviation modernization requirements, network transformation initiatives, overseas contingency operations (OCO), materiel acquisition, readiness, maintenance, and safety programs, ensuring that those plans are adequately addressed in programming and budget exercises, including the POM development.

  • The Contractor shall gather Aviation network requirements, transformation initiatives, OCO, materiel acquisition, readiness and maintenance safety program issues from the Army Staff and perform and document timely, accurate analysis to support Government decision makers.

  • The Contractor shall coordinate interoperability and fielding plans within the Army to include but not limited to the agencies and commands listed in paragraph 5 and other Services/Agencies (U.S. Navy (USN), U.S. Air Force (USAF), U.S. Marine Corp (USMC), U.S. Coast Guard (USCG), Department of Justice (DOJ), Department of State DOS), as required.

  • The Contractor shall coordinate and monitor research and development of evolving technologies being developed in the areas of aviation networks, OCO, materiel, readiness and safety capabilities. The Contractor shall provide analysis and recommendations to the Division Chief, DAMO-AV regarding those technologies.

  • The Contractor shall coordinate efforts and inquiries with OCLL, the Secretary of the Army for Financial Management Budget Liaison Division (SAFMBUL), ASA (ALT), G8 Program Analysis & Evaluation (PA&E), and other pertinent agencies. The Contractor shall draft and support Government personnel in providing presentations/briefings as required.

  • The Contractor shall assist with drafting and editing of appropriate Operational Requirements Documents (ORD)/Initial Capabilities Document (ICD), review the equipment portions of the Tables of Organization & Equipment (TO&Es), and Table of Distribution and Allowances (TDAs) for adequacy and accuracy, and actively participate in all Integrated Process Teams (IPTs), Integrated Concept Teams (ICTs) Council of Colonels (CoC), General Officer Working Groups (GOWGs), and other meetings, conferences, Video Teleconferences (VTCs), and briefings related to and regarding aviation logistics, OCO, materiel, readiness, and safety programs.

  • The Contractor shall review Integrated Priority Lists (IPLs) submitted by the Combatant Commands and provide the recommended HQDA assessment of their requests and assist the MACOMS and Subordinate Commands in the preparation, staffing and assessment of Operational Need Statements (ONS) in support of OCO when emerging operational needs dictate.

The SME will have:

  • A Bachelor’s degree

  • Minimum of ten (10) years related aviation experience

  • Demonstrated background with Army aviation communication/network systems and communications security (COMSEC) equipment

  • Demonstrated knowledge with the Department of Defense (DoD) and U.S. Army force development and capabilities integration and development

  • Demonstrated background with Planning, Programming, Budget and Execution (PPBE) process

  • Demonstrated knowledge of aviation systems capabilities integration and development

  • Must possess a Top Secret/SCI clearance

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
